Within the first year of the mutation of COVID-19 and the transition to online only learning, the government created various programs in an attempt to assist students with special needs and circumstances to succeed in this new world. These programs were unorganized, messy, and failing to provide for the students who needed them. These programs were unsuccessful due to the fact that many of the families and students who required assistance did not have access to adequate technology.
